This joint session, initiated by Daniel Klimovský (WG1) and Juraj Nemec (WG5), will be held during the 30^th NISPAcee Annual Conference "Crisis, Vulnerability and Resilience in Public Administration” on June 2-4, 2022. The session is one of the academic events initiated within the INLOGOB research project aimed at budgetary innovations. Its main goal is to facilitate a meaningful and useful sharing of knowledge among scholars from various European countries and the CEE region in particular.

Various innovations in public budgeting, including budgeting at the local level, were adopted across the CEE region in recent decades. These innovation measures were adopted in order to improve the efficiency and effectiveness of local service delivery, the strategic character of policy making, the transparency and openness of all budgetary processes, the equality of (re-)distribution mechanisms, and the quality of democracy and democratic decision-making, etc. Interestingly, although their adoptions were based on common objectives, the circumstances of individual countries of the CEE region have determined the outcomes of the adoptions and these outcomes have varied a lot. From this perspective, the CEE region offered numerous cases to be analysed.

We are sure that the analyses focusing on the experience of CEE countries with recent innovations in local budgeting and mutual share of their results will bring added value, not only to an ongoing academic discourse, but also to the quality of local budgeting itself. On this matter, we would like to encourage all researchers who are interested in this field to apply for participation in our joint session. As for the final list of invited participants of the joint session, the quality of submissions will be the most important criteria, and we await both comparative and case-based research papers focused on performance-based budgeting, programme budgeting, participatory budgeting, gender-sensitive budgeting, and pro-poor budgeting, etc.

The joint session will be organised in two parts. Each part will consist of presentations of three or four papers. Each single presentation shall not exceed a 12-minute time limit and will then be followed by comments and/or recommendations from a discussant. The discussant's contribution shall not exceed five minutes. A list of discussants and their papers will be announced after the conference registration deadline.
