Representatives of several core public administration associations  focused on promoting and fostering the quality in public administration education have been invited to discuss the role of associations and their members in promoting and/or facilitating innovations in governance and public administration education. The aim of the discussion would be to explore the challenges that academia and the practice face in these regards, identify possible solutions, and try to find answers to the question how the associations could contribute to them.

 

The following questions would be highlighted by the speakers:
What is the role of your association and your members in promoting innovation governance and innovations in public administration education?
Is there a direct correlation between the quality of education and research we foster, and country innovativeness indexes?
Does the way in which higher education institutions are evaluated/accredited reflect the need for innovations in the public sector?
Are we doing enough, where are the reserves?
Are governments ready to utilise the potential of associations and their members in developing innovative public policies?
What are the core constraints limiting the opportunities for public administration associations and public administration educational institutions to foster innovation governance in the public sector?

The focus of this Working Group is on the effect of the size of local government  the issues of public administration these municipalities are facing, that is, their organisation and management and the development of policies. This topic can be divided into three sub-topics. First, a group of large or mega cities means special problems, both in administration and public services. Secondly there are what is called hamlets, the very small municipalities and the specific issues they face. Thirdly, there are the municipalities such as the well-researched middle town municipalities with say, 10,000 up to 150,000 inhabitants, positioned in between the big cities (capitals) and the hamlets.

In the Republic of Tatarstan special attention is paid to strategic planning in local government structures. First of all, this is due to the processes of decentralization of public administration. Strategic thinking contributed to increasing autonomy in decision-making at both local and regional levels. When we speak of strategic planning, we consider two of its components: the development of strategies and organization of planning.  A new model requires optimal use of human and financial resources in the field. The greatest economic potential had traditionally been in the regions with easy access to fuel resources, raw materials, capital, cheap low-skilled labor and large local markets.   These natural advantages under new conditions began to lose their importance with the development of new information technologies, transportation systems and telecommunications. This discussion panel brings together people who are aware that there are no magical solutions to local problems or a magic strategy for local economic development in the system of public administration. There are huge differences in the interests of groups promoting local economic development and accordingly, there are ranges of options for the content of the strategy. There are a number of general provisions for the development of a strategy for local economic development, the observance of which objectively increases the possibility of success.

The launch of a new Working Group on Non-governmental Organisations recognises the growing significance of NGO’s in governance and in shaping and meeting the needs of citizens. Our interests are broad – to understand the role of NGO’s in governance in the CEE region, to analyse the performance and consequences of this sector, and to explore multi-sector strategies for meeting public interest. Our definition of NGO’s is a broad one, to include informal organisations, cooperatives, non-profits, civil society organisations, and so forth. Our interests lie particularly with those NGO’s whose mission is in the public interest and pertains to governance, social services, public policy, citizen participation, and/or humanitarian concerns. And we intend to explore the role that NGO’s play – independently and in multi-sector collaboration with government institutions – in defining and achieving the public good.

EU countries, potential and candidate countries to the EU have to follow the EU Better Regulation Agenda (EC communication, 19 May 2015; Inter-institutional Agreement on Better Law-making, 9 March 2016) and this is a good opportunity for all practitioners from other regions to share their views on this issue.Better regulation is a way of working to ensure that political decisions are prepared in an open, transparent manner, informed by the best available evidence and backed by the comprehensive involvement of stakeholders.

Better regulation covers the whole policy cycle – policy design and preparation, adoption, implementation (transposition of the acquis, complementary non-regulatory actions), application (including enforcement), evaluation and revision.

Within the European Public Administration Principles (PAP), two principles under the chapter "Policy Development and Coordination” are related to Better Regulation:

Principle 10 – The policy making and legal drafting process is evidence-based and impact assessment is regularly used across ministries

Principle 11 – Policies and legislation are designed in an inclusive manner that enables the active participation of society and allows for coordinating perspectives within the Government

Issues of concern:

Support to policy and legislative development, including acquis alignment has focused more on content than on improving the generally weak policy and legislative process:

-       Concept documents on laws are often prepared as a formality

-       Poor quality or lack of regulatory and fiscal impact assessments

-       Weak inter-ministerial coordination on draft laws and policies which often results in contradicting laws and/or policies

-       Lack of systematic public consultations, or consultations are too late in the process

-       Extensive use of fast-track adoption procedures in the parliaments

Consequences are: weak policies, legislation and administrative capacity for implementation and /or enforcement

Publishing in international journals is today a must for academic staff at any research university. However, the experience from our region indicates that many academic staff still need comprehensive navigation and training to be able to prepare papers of acceptable quality. The goal of this session is to discuss the real situation in our region, as seen by representatives of editorial boards of selected top level journals published by NISPAcee member institutions and/or relevant for the NISPAcee region.

Following core questions will be discussed: 

- How to publish in "our” journal? (Short introduction to all journals involved) 

- What are the experiences of invited journal editors concerning the quality of submissions? Main weak-points? What to advise authors? 

- Ethical issues of publishing – predators, plagiarism, "quotation circles”, etc.
